The Criminal Justice Council conducts research and issues reports on issues related to criminal justice in Delaware.

 
Annual Public Hearings

The Criminal Justice Council (CJC) holds public hearings to fulfill a requirement of its authorizing legislation. According to State of Delaware Code, Title 11, § 8707, “The Council shall hold public hearings annually in each county for the purpose of carrying out its duties…”

Senate Joint Resolution 1:

Senate Joint Resolution 1 was signed by the Governor on June 30, 2015. This Joint Resolution requires every law enforcement agency, law department, hospital, testing facility, and prosecutorial agency to report to the Attorney General’s Office the number of unexamined sexual assault kits and their date of collection. The Criminal Justice Council will then prepare an aggregated report by January 11, 2016. The Resolution then requires the Criminal Justice Council to develop strategies which will improve the response from the medical and criminal justice communities to reports of sexual assault in the State.

The Justice Reinvestment Oversight Group:

The Justice Reinvestment Oversight Group was created by Executive Order 40 on June 7, 2013 to ensure the effective implementation of SB226, the Justice Reinvestment Act. As required by Executive order, the Justice Reinvestment Oversight Group is to submit an Annual Report

The Wilmington Public Safety Strategies Commission:

The Wilmington Public Safety Strategies Commission, established by House Joint Resolution 2, was established to conduct a rapid, intensive, and comprehensive examination of public safety strategies in the City of Wilmington. The overall purposes of the Commission are:

  • To examine which public safety strategies work and which strategies do not—not only within the City of Wilmington, but regionally and nationally as well;
  • To better coordinate existing public safety strategies at the local, county, state, and federal levels; and
  • To recommend effective, data-driven public safety policies that could be implemented immediately to mitigate Wilmington’s unacceptably high rate of violent crime.
  • The Commission, through outside consultants, The Police Foundation and Vigilant Resources International (VRI), conducted an in-depth analysis of crime data in the City of Wilmington.

The Justice Reinvestment Task Force:

The Delaware Justice Reinvestment Task Force, established by an executive order from Governor Jack Markell on July 25, 2011, was charged with conducting a comprehensive examination of the state’s criminal justice system. The Vera Institute of Justice provided technical assistance to the task force to develop a statewide policy framework to reduce spending on incarceration and reinvest in strategies that reduce recidivism and enhance public safety.

The Statistical Analysis Center (SAC):

The Statistical Analysis Center provides the Governor, Legislature, and Criminal Justice Agencies with a capability for objective research analysis, and projections relating to criminal justice issues:  Crime, Corrections, Courts, Juvenile Justice, Justice.
