Justice Reinvestment Fund
In 2023, The Delaware General Assembly passed the Marijuana Control Act. Within this landmark legislation, the legislature mandated 15% state tax on the retail sales price of marijuana products and appropriates 7% of such revenue to the Justice Reinvestment Fund.
The funds may be used in the following areas:
- Restorative justice, jail diversion, workforce development, industry-specific technical assistance or mentoring services for economically-disadvantaged persons in disproportionately-impacted areas.
- Addressing the underlying causes of crime, reducing drug-related arrests, and reducing the prison population in this State.
- Creating or developing technology to assist with the restoration of civil rights and expungement of criminal records.
- Supporting social equity applicants with select business-related expenses.
- Supporting or providing reentry services for justice-involved individuals.
What is the status of the funding?
The CJC is currently developing two distinct surveys to gather more data based on the allowability of funds. One survey is aimed at gathering data surrounding gaps and needs from the lens of service providers. The other survey is specifically for members of the public to provide feedback on the gaps and needs identified within their own communities.
Next Steps:
1. Present the Survey Results to the Justice Reinvestment Subcommittee
2. Release targeted solicitations to apply for funds
3. Review applications and present to the CJC Board
4. Award grants to selected organizations
