Racial and Ethnic Fairness Practices


History

The Delaware Criminal Justice Council’s Racial and Ethnic Fairness Committee, Co-chaired by Justice Henry DuPont Ridgely and Chief Judge Alex J. Smalls, developed a Declaration of Leading Practices to Protect Civil Rights and Promote Racial and Ethnic Fairness in the Criminal Justice System. It was adopted on April 19, 2010 as a component of the Criminal Justice Council’s continual endeavor for an effective system that is fair, efficient, and accountable.

CJC Process

Each subgrantee must provide written certification that it complies with the Declaration of Leading Practices to Protect Civil Rights and Promote Racial and Ethnic Fairness in the Criminal Justice System (Declaration) as set forth by the Delaware Criminal Justice Council’s Racial and Ethnic Fairness Committee, in order to receive preference in the award of grants administered by the Criminal Justice Council.

 
Certification shall be established through submission of the Declaration form to the Criminal Justice Council. This must be on file with the CJC at the time of submission of a concept paper in response to an open solicitation. Concepts are selected to receive funding based on a point system. Applicants that submit the completed form with supporting documentation will be given points based on their level of compliance.

Applied Point Scale on Competitive CJC Solicitations

  • Non-Compliance = 0 points
  • Working on Compliance = 1 point
  • Meets Full Compliance = 2 points

 
Several agencies submitted the survey in 2012 and should have received a confirmation letter.

 
If your agency submitted the survey, there is no need to submit again. If your agency reported that it was working on compliance you may use the survey form to report any progress. You do not need to complete the entire survey. Submit the survey form with responses only in the area (s) that progress have been accomplished and submit it with your application.

If you are a new agency, applying for funding through the CJC for the first time, your agency must ensure the CJC has a response to the survey on file, at the time of submitting for a competitive process.
